Council President Scott will celebrate the Black Teens for the Community (BTC) with remarks and a reading of the proclamation at 8:00 pm. The Black Teens for the Community was a group of young people that formed in 1968 as part of the community transformations that took place after the 1964 Rochester Uprisings.
